Aural Oral Skill Test has to be conducted by the Language teachers of the schools concerned as per the instructions given in Annexure-A.

INTERNAL ASSESSMENT OF AURAL /ORAL TEST:

Aural Oral Skill Test has to be conducted for ‘20 marks’ as Internal Assessment in Paper II under Language Part-I and Part-II including minority Languages under Part-I and Advanced Language (Tamil) under Part-III.

          For the subject  Advanced Language (Tamil), 180  marks  allotted for Theory and 20 marks for Aural Oral Skill Test. Hence Aural Oral Skill Test is conducted for 20 marks as internal assessment in Advanced Language (Tamil) also.

Students records should be maintained in the school for the award of 20 marks in  Paper  II under  Language Part I  and  II and  also Advanced Language (Tamil) under Part-III for future reference, atleast for a period of one year. An entry may also be made in the admission register for the marks awarded. If candidates approach for the Aural Oral marks during subsequent appearances in Languages under Part-I,II and Part-III Advanced Language (Tamil) the Heads of Institution should be able to provide them the marks awarded for Aural Oral Skill Test for 20 without denying the request of the candidates. A permanent record of marks should be maintained.

DOWNLOADING THE BLANK MARK SHEETS CONTAINING REGISTER NUMBERS,
PREPARATION & SUBMISSION OF AURAL / ORAL SKILL TEST MARK SHEETS:

Using the USER ID, PASSWORD already assigned, the Headmasters can download the Blank mark sheets, which contain the Register Numbers of the candidates belong to their schools. If the candidates have to appear for both Aural/Oral and Practical examination and the dates may be so fixed that the candidates can appear for both the examination. Furnish the Aural/Oral mark for 20 in the mark sheets for each Language, against the respective Register number.

The mark sheets so prepared should be arranged Register Number wise, Subject wise (i.e. for subject Code 092, 094 & 096 separately.) For Language Part I (Subject Code 092) mark sheets must be arranged in register number order, irrespective of the medium of the Language. A full wrapper sheet with the following particulars should be attached with each fold of the mark sheets.

HANDING OVER THE MARK SHEETS:

The Aural Oral Skill Test mark sheets should be handed over to the
Chief Educational Officer concerned on or before  14.02.2018 without fail, so as to enable the Chief Educational Officer to upload the marks from 15.02.2018 to 21.02.2018 through on-line and to hand over all the mark sheets to this office on  24.02.2018.

          The Aural Oral Skill Test mark sheets for private candidates should be handed over to the CEO concerned on or before 19.03.2018 without fail, so as to enable the CEO’s to upload the marks from 20.03.2018 to 24.03.2018 through online and to hand over all the mark sheets to this office on 28.03.2018.

The instructions issued with regard to the conduct of the Higher Secondary Examinations should be followed scrupulously and the examination should be conducted smoothly and efficiently without giving room for any sort of complaints.

                  

CIRCULAR-II

INSTRUCTIONS TO ALL HEADS OF HIGHER SECONDRY SCHOOLS IN TAMILNADU AND PUDUCHERRY FOR THE CONDUCT OF HIGHER SECONDARY PRACTICAL EXAMINATION AND SUBMISSION OF PRACTICAL MARK SHEETS.

The Practical Examination for the +2 pupil and private candidates will
be held before the commencement of Theory Examination.

1.PRACTICAL EXAMINATION – PUPIL CANDIDATES:

      The Practical Examination for Pupil candidates may be commenced from the date intimated by this office in Annexure-A enclosed herewith. The practical examination for pupil candidates should be conducted on the dates and sessions mentioned in the downloaded Blank mark sheets.

The practical examination should be conducted from the syllabus already in vogue for General and Vocational subjects without any omission.

2.CONDUCT OF PRACTICAL EXAMINATION:

Practical Examination for the Pupil Candidates for all the Practical involving subjects should be conducted as per the guidelines given in the printed instruction book already supplied to all Higher Secondary Schools.

The CEO should take special interest in framing Questions following the guidelines given in the above book. The Practical Record books should be made available in respect of Pupil / Private Candidates with the Chief Superintendent  of  the Practical  Examination  Centre. The External Examiners should   ensure that    necessary materials for the practicals are adequately available at the centre.

3.PRACTICAL EXAMINATION FOR PRIVATE CANDIDATES

The practical examination for private candidates (those who want to re-do the practical) should be conducted on the dates mentioned in Annexure A to this circular. The Chief Superintendent of the private candidates examination centre in consultation with the Chief Educational Officers concerned should finalise the centre, date and time of practical examination before the commencement of Theory Examination and inform the programme to the private candidates appearing in their Examination Centre. The Chief Superintendent should ensure that all the candidates appearing for the subjects involving practicals know the practical examination centres, date and time by announcement and notice displayed in the notice board conspicuously.

IMPORTANT NOTE

Private Candidates who appear for any subject involving practicals should invariably produce in advance their Practical Record Books pertaining to the various practical subjects to the Chief Superintendent of their Examination Centre so as to enable the External Practical Examiner to include the Marks for the internal assessment already recorded in their respective Practical Record Book along with external assessment marks. Those who had lost their Record Books may produce a certificate from the Head of the School where they had studied mentioning their Internal Marks (15+5). Failure to do so will entail loss of Internal Assessment Marks. Those who have not obtained their practical Books should contact the Heads of Institutions that presented them for the Higher Secondary Examinations and obtain their Practical Records Books.

The above information should be displayed in the notice board of the centre in a prominent place so as to catch the attention of the Private Candidates.

4.ABSENT FOR PRACTICAL SUBJECTS-PREPARATION OF PROFORMA“B”

The Chief Superintendents/Headmasters of the Practical Examination Centres are requested to furnish the particulars of the Register No.of the Pupil who have absented for particular subject for the External Examination of practicals, conducted in their respective centres in the prescribed              “Proforma-B” (Specimen copy) enclosed herewith. This Proforma-B should necessarily be filled up for all the practical subject for which the external examinations are conducted in a centre and sent along with Practical Mark Sheets without fail.

5. THE HEADS OF INSTITUTIONS SHOULD CONTACT IMMEDIATELY THE
CHIEF EDUCATIONAL OFFICERS CONCERNED FOR THE FOLLOWING
ARRANGEMENTS.

(a). Constitution of Practical Examination Centres.
(b). Appointment of the following categories of staff in connection with the     conduct of Practical Examinations.
(i) Chief Superintendent
(ii) Other School Teacher as External Examiner
(iii) Same school teacher as Internal Examiner
(iv) Skilled Assistants, wherever necessary
(v) Clerks
(vi) Office Assistants, Waterman, Sweeper, Sanitary Worker, Etc.,

The Chief Educational Officers shall consider the persons with integrity and seniority, besides possessing adequate Educational Qualification for appointment to the above categories in connection with the conduct of Practical Examinations.

No Departmental officers need be appointed for the Practical Examinations of Pupil and Private Candidates.

6. DRAWAL OF CONTINGENT ADVANCE :

Heads of Institutions should address the Chief Educational Officers concerned sufficiently in advance for the sanction of the amount of contingent advance and obtain the same to meet the contingent expenditure, for the conduct of Practical Examination.`

7. SPOT PAYMENT OF REMUNERATION TO SUPERVISORY STAFF:
In order to ensure quick payment of remuneration to the Supervisory Staff mentioned below and External Examiners, the Chief EducationalOfficers have been authorized to make spot payment.
(i) Chief Superintendent
(ii) Skilled Assistant
(iii) Clerk
(iv) Office Assistant, Waterman, Sweeper and Sanitary Worker.

The Heads of Institutions should therefore contact the Chief
Educational Officers concerned in this regard well in advance, so as to
enable them to obtain and disburse the remuneration on the last day of
Practical Examination.

8. For the subject ‘Biology’ the columns in the mark sheets are to be divided and the same mark sheets have to be used.

9. SPECIAL INSTRUCTIONS FOR PHYSICS PRACTICAL

Candidates are allowed to bring “ Scientific calculator excluding digital diary” for Physics practical Examination. The Chief superintendents and external Examiners must ensure that the particular type of calculators alone are in possession of the candidates before allowing them for the physics practical Examinations.

10. CONDUCT OF PRACTICALS AND MAINTAINING CONFIDENTIALITY:

The external examination marks awarded to any of the candidates
should not be divulged by external examiners or Internal Examiners or Chief Superintendent. Marks awarded in practical examination (including internal assessment) should be entered in a register and kept under the personal custody of the Headmaster concerned. It must be used for future reference only. They will personally be held responsible for any leakage of marks of practical examination. Any violation of the above instruction will be viewed very seriously.

11. DESPATCH OF PRACTICAL MARK SHEETS THROUGH CHIEF
EDUCATIONAL OFFICERS:

Procedure: The Chief Superintendents/Headmaster should keep all
the materials along with the completed practical mark sheets pertaining to each subject in separate cover, noting the name of the subject on the cover and sealed everyday by Chief Superintendent.

The sealed practical mark sheet cover should be kept under the
personal custody of the Chief Superintendent.

On completion of all practicals (both General/Vocational), all the
sealed cover containing the completed practical mark sheets subjectwise
kept by the Chief Superintendent should be packed in two separate
sealed inner bundle one for ‘General subject Practicals’ and another for
‘Vocational Subject Practicals’. The above sealed bundle should directly be handed over by special messenger to the Chief Educational Officer
concerned on the specified date. The particulars of mark sheets should also be furnished in the enclosed Proforma ‘A’ and ‘B’ and handed over to the Chief Educational Officer along with the sealed bundle. Similarly in respect of private candidates, the mark sheets of practical examination may be directly handed over to the Regional Deputy Director of Government Examinations concerned on the specified date mentioned in the ‘Annexure-A’ enclosed herewith.

The Headmaster/Chief Superintendent should also certify that all
practicals in all subjects involved in their school/centre have been
completed and mark sheet sent (vide specimen enclosed).

After the on-line entry of marks are over, The Chief Educational
Officer will then arrange to send all the sealed bundles containing the
practical mark sheets and required certificate obtained from the
school/centre under his/her jurisdiction in one lot to THE JOINT DIRECTOR OF GOVERNMENT EXAMINATIONS (HIGHER SECONDARY), Chennai- 600 006, by special messenger on the specified date intimated by this office in the annexure enclosed. In respect of private candidates, the practical mark sheets received from the private centres, by Chief Educational Officer will be handed over to this office by special messenger on the specified date.
Any delay in sending the practical examination mark sheets to this
office through Chief Educational Officer concerned will seriously affect the time schedule for releasing the results of the examination. Hence, the Chief Superintendent/Headmaster of the examination centre (both for pupil and private) should stick to the time schedule with utmost care.

ENCLOSURES TO BE SENT ALONG WITH PRACTICAL MARK SHEET:

1. Practical mark sheets of all practical subjects in (both General and
Vocational) sealed covers.
2. Proforma ‘A’
3. Proforma ‘B’
4. Certificate of completion of practical examination.

The time schedule mentioned in the Annexure-A should be strictly followed.
External practical Examination should be conducted smoothly without giving
room for any sort of complaints from any quarters.
